A federal court upheld a finding that the 2011 Texas House map was drawn with intent to dilute minority votes.

A three-judge panel in San Antonio issued a 171-page order on Thursday, with one of the judges dissenting. The ruling is yet another blow to the state in its six-year legal battle over the redrawing of the maps.
